2005 - 2006. Consultant/Professional Secretary to ICES (International Council for the Exploration of the Sea). Acting as Co-Task Leader of Task 2.5 in the BONUS ERA-NET Project of the European Community FP6: Designing the main strategy for developing the BONUS-169 Baltic Sea Science Plan and Implementation Strategy and being the key writer for drafting the overall document.
2005. Consultant for the Research Council of Norway (NFR): Evaluation of the Centre for Environment and Collaboration in Polar Regions and the Barents Region (Polar Environmental Centre).
2003 – 2004. Consultant to Norwegian Directorate of Nature Management (DN). Scoping and planning/arranging of Workshop on Introduced Marine Organisms: Risks and Management Measures, and writing the published workshop report.
2003 - 2004. Consultant to the Ad Hoc Group for the Development of a Nordic/Baltic Invasive Species Information Network, with funding from the US State Department administered by the Estonian Ministry of the Environment. Scoping and drafting project proposal on behalf of Nordic Baltic States for funding by Nordic Council of Ministers.
2003. Consultant for Coalition Clean Baltic (CCB), reporting on the dangers of bottom trawling in the Baltic Sea.
2003. Consultant to WWF Germany, reporting on biodiversity assessment and threats analysis for the WWF Global 200 EcoRegion ‘North-East Atlantic Shelf’.
2003 onwards. Consultant to Reef Systems (Norway), SeaCult (Norway) and Zayed International Prize for the Environment (UAE) concerning marine science and policy issues connected with use and evaluation of artificial reefs for biodiversity and habitat restoration, and cultivation of the sea.
2003. Consultant/Trainer at workshops for International Trainer Report on the Training Program for Proposal Writing for Improving Relevance & Quality of the Undergraduate Education (IRQUE) of Sri Lanka (Ministry of Tertiary Education & Training/World Bank Credit). Leading training workshops and producing training evaluation and performance report.
2002. Associated Consultant scoping and drafting BioAims project for Akvaplan-niva on alien species in Norwegian waters. Project submission for funding to Research Council of Norway.
2001 – 2002. Membership of Methods Task Team of UNEP’s (UN’s Environment Programme) Global International Waters Assessment (GIWA), developing a comprehensive, strategic framework for identification of priorities for remedial and mitigatory actions in international waters, designed to achieve significant environmental benefits, at national, regional and global levels.
2001. Consultant for NORAD (Norwegian Agency for Development Cooperation) and GTZ (German Agency for International Development Cooperation) evaluation of the efficacy, and future needs, of the donor funded BENEFIT (Benguela Environment and Fisheries Interaction and Training) Programme in aid of Angola, Namibia and South Africa.
2001. Consultant to the Common Wadden Sea Sea Secretariat (CWSS), providing drafting, language and technical editing services for producing the Ministerial Declaration of the Ninth Trilateral Governmental Conference on the Protection of the Wadden Sea, Esbjerg (Denmark), 31 October 2001.
2000 – 2002. Consultant/Special Adviser to North Sea Secretariat/Norwegian Ministry of the Environment, Norwegian North Sea Conference presidency, preparing for Fifth Ministerial Conference on the Protection of the North Sea in March 2002 (Bergen, Norway). Chairing, and producing Reporting Formats, for Issue Groups on ‘Fisheries’ and ‘Protection of Species and Habitats’ reporting to Committee of North Sea Senior Officials (CONSSO) preparing Progress Report for Ministers of Fisheries/Environment and EU Commissioners. Preparing strategic documents for use in North Sea Ministerial Conference process and other relevant international forums, including reporting on a) introductions and transfers of alien marine species in the North Sea area, and b) ecological quality objectives in the North Sea: a review involving fisheries, benthic communities and habitats, and threatened or declining species. Responsible/Co-Responsible for drafting Chapters 2 ('The North Sea Environment'), 3 ('The Protection of Species and Habitats in Coastal and Offshore Waters') and 4 ('Fisheries') in the Progress Report (ISBN-82-457-0353-2).
2000 onwards. Consultant on International Waters with the ‘Baltic Sea Regional Project’ (BSRP), supported by the Global Environment Facility (GEF), World Bank, UN Development Programme (UNDP), Baltic Marine Environment Protection Commission (HELCOM), and International Council for the Exploration of the Sea (ICES). Serving as a mechanism for management of the common resources of the Baltic Sea ecosystem through capacity building in the Eastern Baltic States in economic transition and strengthened cooperation between intergovernmental organizations.
2000 onwards. Evaluation of organization and performance of national and international institutions and their subsidiary programmes, including peer-reviewing international development cooperation (e.g. for NORAD; GTZ; US National Science Foundation; UK Natural Environment Research Council; Environment Canada; Research Council of Norway including external member of Expert Committee advising on the selection of project proposals for Environment & Development (MUF) and Evolutionary Biology & Ecology (BIOØK); South African Research Council; Sri Lankan Ministry of Tertiary Education and Training; European Commission’s Directorates General for Fisheries, and Research, including key actions for the European Community’s research framework programmes, e.g. FP5: Energy, Environment and Sustainable Development; FP6: Strengthening the European Research Area – Policy-Orientated Research; ERA-NET Supporting Cooperation & Coordination of Research Activities at the National & Regional Levels, and accompanying measures for Newly Associated States); Small & Medium Enterprises (SMEs).
